“They don’t look optimistic and their expectations are directed
at the activities of the domestic factors. All count on BiH leaders
being aware of the elections next year and that there is not too much
space for some future agreements,” Cvijanovic told SRNA in a telephone
statement from Brussels, on the eve of a meeting tomorrow between
representatives of the European Commission and BiH political leaders
which will deal with implementing the Sejdic-Finci decision and a
coordination mechanism.
She noted that the position of Republika Srpska on implementing the
Sejdic-Finci decision is clear, and that changes to the BiH Constitution
must be minimal and pertain only to removing discriminatory provisions,
as this is required by the decision.
“The decision does not require any radical changes, or any
different, radical solutions or changes to the way BiH Presidency
members are elected, but only requires the removal of discriminatory
provisions from the nomination process and the enabling of the
representation of the others in the BiH House of Peoples,” Cvijanovic
said.
She added that during meetings today in Brussels, she informed EU
representatives of the fact that Republika Srpska is in compliance with
the decision, while intensive activities are underway in the FBiH in
connection with resolving the Sejdic-Finci issue.
“I reminded my collocutors of the fact that we in Srpska have had a
solution for a number of years. All in the EU are expecting a solution
to be reached, although I have to say Brussels is not as optimistic as
it used to be.
I am getting the impression that they have come to understand that
they had tried every possible recipe and formula for BiH, but did not
produce any particular result, and now they simply are leaving the
domestic leaders and institutions to demonstrate whether or not they can
arrive at a solution,” Cvijanovic said.
She added that the EU representatives are aware of the fact that
Srpska a few years ago came out with a formula which can provide a
solution to the issue and left the partners in the FBiH to arrive at a
solution.
“It remains to be seen if a solution will be found today, or
possibly tomorrow, a solution which would be final when it comes to the
FBiH. EU representatives understand the complexity of the FBiH and that
they do not have a problem with the functioning of Republika Srpska
institutions, as we were able to implement everything that was an
European obligation, except when there existed interaction between
various government levels. But, that what we do is not enough if other
government levels do not do it – the result is not evident,” Cvijanovic
explained.
Regarding a coordination mechanism, the Prime Minister said that the
EU representatives understand that one of the main disputed issues is
not the relations between one Entity and another or between an Entity
and BiH, but the relations between the Cantons and the FBiH.
“They understand that the impasse is on that side, since the FBiH
could not have defined internal coordination mechanisms which would take
in all Cantons. Some things have become quite clear, and whether
someone likes it or not, the main problem is in the FBiH,” Cvijanovic
said.
She concluded that in every case where the situation, behaviour or
the meeting of obligations can be valued individually, Republika Srpska
is absolutely stable in all achievements and in that which it could
realise.
