The initiative to return a vote of no confidence in the Cabinet was
launched by 56 members of the FBiH House of Representatives from the SDP
BiH, SBB and both the HDZs, since they felt the present composition of
the Cabinet does not reflect the parliamentary majority, which is
contrary to the principles of parliamentary democracy.
The explanation for the initiative says that the “composition of the
FBiH Cabinet in the past six months has not reflected the majority will
of the citizens and peoples as expressed in the general elections in
BiH held in 2010,” and that “in its actions the Cabinet has not in whole
met the public interest of FBiH citizens.”
MPs today also accepted conclusions proposed by the four Caucuses
comprising the new parliamentary majority, which say that the FBiH
Cabinet, which received a vote of no confidence, will resume operations
with reduced powers, namely, its activities will be restricted to only
those activities necessary to execute international obligations and
those necessary for the functioning of the FBiH.
The Chairman of the SDA Caucus, Ismet Osmanovic, said that this
Caucus feels the proposed conclusions are illegal which is why the SDA
MPs walked out of the session during the vote on the conclusions.
The conclusions also stipulate that the Cabinet which received a
vote of no confidence cannot bring decisions and other acts which create
additional financial burdens for the FBiH, or adopt programmes for
spending moneys without the agreement of the FBiH Parliament.
The Prime Minister is tasked with forwarding a list of monitoring
and steering boards and members of the management in companies,
agencies, institutions and offices whose mandates have expired. The
conclusions say that the FBiH House of Representatives will appoint
acting boards and, after a new Cabinet is appointed, it will conduct a
procedure to appoint permanent board members.
“The conclusions are shameful. In keeping with the procedure, the
Cabinet continues operations until a new one is appointed, but not in
the way stipulated in the conclusions,” said SDA MP Ismet Osmanovic.
His party colleague, Irfan Ajanovic, sharply criticised the proposed
conclusions and stressed that they “are pushing the FBiH into agony,”
and other opposition MPs presented similar opinions.
The initiative to return a vote of no confidence in the FBiH Cabinet
will also be reviewed by the FBiH House of Peoples at a session
scheduled for Friday, February 15.
Osmanovic announced that the SDA members of the House of Peoples on
Friday will raise the issue of vital national interest, by which this
initiative will go before the FBiH Constitutional Court.
The session of the FBiH House of Representatives passed in mutual
recriminations by members of the new and old parliamentary majority
respecting who is to blame for the FBiH Constitutional Court not being
complete, since it has only five of the nine judges stipulated by the
law.
A conclusion from SDP MP Mirko Pejanovic was also passed, it calling
on FBiH President Zivko Budimir to enable the appointment of a new
Cabinet in keeping with his constitutional powers.
