Dercun: Talks now on hold

“Nothing’s
going on, which doesn’t mean that nothing is going to happen today,”
said Drecun, adding that he had not been informed that an agreement was
made to resume the talks in Brussels on Wednesday, as was reported by
certain newspapers in Belgrade.

He said that the Serbian side had given its proposals in the
platform, stating them loud and clear, and that there were no new
proposals.

”We’ve said what minimum is acceptable for us and there aren’t any
new proposals. How could we give any new proposals if we have already
stated our minimum,” said Drecun.

He said he was expecting Brussels and Washington to exert pressure
on Priština, but that it was unknown whether they actually would.

”It is now up to Brussels and Washington to exert pressure on
Priština to accept compromise. Whether they will do it, we will see.
There hasn’t been any progress yet,” Drecun said.

Citing diplomatic sources, the Belgrade-based Blic daily reported
that the negotiations between Belgrade and Priština will resume
Wednesday in Brussels, and that pressed by the international community,
the Serbian negotiators will bring concrete proposals.

The daily claims that an agreement about it was made on Monday and
that the only certain thing is that the Serbian delegation will be
represented by Prime Minister Ivica Dačić.

A source from the Serbian government has told the paper that the
Serbian side set a condition that the part from the agreement according
to which southern Kosovska Mitrovica is to be annexed to the north of
Kosovo is to be removed.

The source claims that this is very likely to happen, because,
according to the daily’s information, both Washington and Brussels are
ready to exert pressure on Priština in that respect.

Serbia will persist with its stance that one of the appellate courts
must be situated in northern Kosovska Mitrovica, it will insist on
having its own police and explicitly demand that Kosovo security forces
not be allowed into the north of Kosovo.

According to Blic, the agreement is expected to be reached by the
end of the week at the latest, since EU High Representative Catherine
Ashton is supposed to submit a report on the Kosovo talks to the EU
foreign ministers on April 22.
