Vote of no confidence to executive authority

Leaders of the Croatian Democratic Union of
Bosnia and Herzegovina (HDZ BiH), HDZ 1990, Social Democratic Party (SDP), and
Party for a Better Future of Bosnia and Herzegovina (SBB BiH), Dragan Čović,
Božo Ljubić, Zlatko Lagumdžija and Fahrudin Radončić respectively, say they
have a detailed plan to that effect, but that they will, however, present it
first to the representatives of the international community, primarily to High
Representative Valentin Inzko, EU Special Representative Peter Sorensen, and US
Ambassador Patrick Moon, asking for their help in conducting the process of
government restructuring.

None of the
leaders offered any details of the plan, but they did say they were determined
to see the new parliamentary majority establish the executive authority and
keep working towards stabilising the situation in the Entity.

Čović said
the plan would be presented to the international community on January 8 and 9.

He claims
it is not disputable that the incumbent FBiH Prime Minister Nermin Nikšić is
supported by this parliamentary majority, saying that Nikšić would hold the
same office again.

Commenting
on the possibility of more obstructions, Čović said the FBiH Constitution and
the parliamentary procedures were very complex and complicated that it would
always be possible to find a way to obstruct things if one wanted to.

Ljubić has
said the two HDZs will not be part of the parliamentary majority nor will they
back the decisions of the Cabinet until they become part of the executive
authority.

“By giving
a vote of no confidence to the FBiH Government, responsibility will be passed
on to the FBiH leaders, who will then be under the duty to take part in
resolving the problem,” Ljubić said.

He added
that “the four” (parties) have a two-thirds majority to elect the new
government, but that they will, however, inform the international community of
their plans, because they too are the creators of the current state of affairs
and partners in the aspiration for Euro-Atlantic integration.

Lagumdžija
has said the current FBiH Cabinet does not enjoy confidence of the present
parliamentary “four”.

“We’re
going to utilise all the constitutional and statutory procedures to get to what
the actual reflection of the parliamentary majority is. This Cabinet has no
confidence of the parliamentary majority. Even when we give it a vote of no
confidence, the same ministers will have to keep working until a new cabinet is
appointed. We wish to send the message that international community
representatives should also become involved in making some kind of democratic
culture and help us get out of the crisis in the manner becoming for
parliamentary democracies,” Lagumdžija said.

He urged
executive authority leaders to stop making more chaos.

Lagumdžija
said the whole thing had come down to two scenarios – forming a new government,
or holding early elections, and added that the SDP would not withdraw from the
Cabinet because they would then be giving a chance to “dealers” to take over
power.

Radončić
has called on the SDA to stop manipulating FBiH President Živko Budimir, who
had failed to respect the will of the majority, saying that a new government
will be formed much sooner than anyone thinks possible.
